Woman arrested on her 20th birthday on suspicion of homicide in St. Paul; man fatally shot ID’d

A 20-year-old woman is under arrest in connection to the fatal shooting of a man in a St. Paul house Monday.

Police responded to Sims Avenue, near Earl Street, and found Randy Malloyd Davis Jr., 20, shot in the chest in a bedroom about 10:30 a.m. Monday. Davis, of North St. Paul, died at Regions Hospital at 2 p.m.

At 9:30 p.m., police arrested Markeia Felicity Carlvin, of Minneapolis, in Crystal, according to a Ramsey County jail log. Carlvin, who turned 20 on Monday, was booked into the jail on suspicion of homicide.

The investigation led to Carlvin’s arrest, said Steve Linders, a St. Paul police spokesman. The Ramsey County attorney’s office is reviewing the case for potential charges.

Officers responded to the Payne-Phalen home after a woman called 911 and frantically asked for an ambulance to be sent to the address.

Police were told the residence was being used as an Airbnb rental and, based on initial information, they heard there was a party going on, Linders said Monday. Police said the shooting did not appear random.
